EUGENE K. POPLAVSKY For GWA Secretary


My Fellow GWA Members,

My name is Eugene K. Poplavsky, and I am running for the position of the GWA Secretary in the November 2011 elections.

For those that do not know me, I would like to provide you some of my biographical information.  

I am a GWA member and the Unit Commander of the Russian Legion since 1995.  With the help of a small handful of dedicated reenactors, we have able to take our unit from 3 members to 15, and to develop what was a knee deep trench in the Devil’s Corner into an elaborate defensive cauldron, complete with bunkers, mortar and MG positions. Over the last 15 years, we have taken a unit that was barely documented historically as having ever existed, and was quite unwelcome at first in the GWA, and forge it into a respected unit. 

Throughout all of this, it has been my personal quest to be mindful and compliant with all of the GWA regulations, including the By-Laws, the Site Regulations, The Safety Regulations, etc. We have not erected any structure in our position without going through the proper channels and obtaining our Trench Master’s approval, both in building technique as well as authenticity. We have never failed to modify our structures when the Trench Master deemed that structurally a modification was necessary. We have never failed a pyro check. In general, we do what it takes to follow the rules and then play as hard as we physically can.

Great War re-enacting is the only re-enacting that I do, and I don't do it alone, I do it as part of three generations of men in my family. The land in Newville is our home away from home, and we treat it as we treat our own property. The outstanding group of people involved in the hobby are all considered friends. My passion for this hobby runs very deep, and every motivation I have in seeking the position of Secretary and in being involved in drafting a proposed set of By-Laws is and has been for the betterment of the organization.

When elected Secretary of the GWA, I will embark on accomplishing a few key goals.

The first would be to review, compile and make available to the membership all the legal documents pertaining to the Great War Association, its corporate status, all legal and financial obligations that the organization may have to the local jurisdictions and to the former owners of the GWA site.

The second would be to make the essential business of the G-8 transparent to the membership. This means that I will announce the dates and the times of the G-8 meetings, to encourage the membership at large to come and listen to the proceedings and participate in a Q&A and discussion section.

The third would be that every G-8 meeting will have its Minutes available for Membership review in a digital form on-line.

In addition, I will promote and support an implementation of a survey procedure, which will allow the G-8 to solicit the general membership’s opinions regarding matters that are being decided upon.
